VOTING BY MAIL FOR ITALIAN CITIZENS ABROAD AND OPTION TO VOTE IN ITALY<\/strong><\/p>\n

By Decree of the President of the Republic dated 13\/01\/2026, published in the Official Gazette (Gazzetta Ufficiale) on 14\/01\/2026, the dates\u00a022 and 23 MARCH 2026<\/strong>\u00a0have been set for the referendum pursuant to Article 138 of the Constitution on the amendment of certain articles of the Constitution (the so-called \u201cJustice Reform\u201d).<\/p>\n

It is recalled that\u00a0VOTING<\/strong>\u00a0is a\u00a0RIGHT<\/strong>\u00a0protected by the Italian Constitution and that, pursuant to Law No. 459 of 27 December 2001, Italian citizens residing or temporarily staying abroad, who are registered on the electoral rolls, may\u00a0VOTE BY MAIL<\/strong>, receiving the ballot package at their address of residence. To this end, voters are advised to check and, if necessary, promptly update their personal and address details with the competent Consular Office (it should be recalled that, by law, ballot packages must be sent almost one month before the voting date in Italy), preferably by using the online consular services portal\u00a0Fast It<\/strong>.<\/a><\/p>\n

As an alternative to voting by mail, voters registered with\u00a0AIRE<\/strong>\u00a0may choose to vote\u00a0in Italy<\/strong>, at their municipality of electoral registration, by notifying the Consulate\u00a0in writing<\/strong>\u00a0of their choice (OPTION<\/strong>)\u00a0within the 10th day following the calling of the referendum<\/strong>. The choice (option) to vote in Italy is valid\u00a0only<\/strong>\u00a0for the specific referendum for which it is expressed.<\/p>\n

The option\u00a0MUST REACH<\/strong>\u00a0the Consular Office\u00a0NO LATER THAN TEN DAYS AFTER THE DATE ON WHICH THE VOTING IS CALLED<\/strong>, that is,\u00a0BY 24\/01\/2026<\/strong>. This communication may be written on plain paper and \u2014 in order to be valid \u2014 must include the voter\u2019s\u00a0first and last name, date and place of birth, place of residence, and signature<\/strong>, and be accompanied by a\u00a0copy of a valid identity document<\/strong>\u00a0of the declarant.<\/p>\n

The\u00a0form<\/a>, duly completed, signed, and accompanied by an identity document, may be delivered\/sent as follows:<\/p>\n

\u2013\u00a0in person<\/strong>: Embassy of Italy in Panama, Calle 58 Este con Ave. Ricardo Arango, Obarrio, PH Plaza 58, 6th Floor, Office 601 (during public opening hours)
\u2013\u00a0by ordinary email<\/strong>: ambpanama.elettorale@esteri.it<\/a>
\u2013\u00a0by certified email (PEC)<\/strong>:\u00a0amb.panama@cert.esteri.it<\/a><\/p>\n

As provided for by current legislation, it is the responsibility of voters to ensure that the option notice sent by post has been received in due time by their Consular Office. Requests received after the above-mentioned deadline\u00a0CANNOT<\/strong>\u00a0be considered valid.<\/p>\n

The choice to vote in Italy may subsequently be\u00a0REVOKED<\/strong>\u00a0by means of a written communication to be sent or delivered to the Consular Office using the same methods and\u00a0within the same deadline \u043f\u0440\u0435\u0434\u0443\u0441\u043c\u043e\u0442\u0440<\/strong>\u00a0for exercising the option.<\/p>\n

If voters choose to return to Italy to vote, the Law\u00a0DOES NOT<\/strong>\u00a0provide for any form of\u00a0reimbursement<\/strong>\u00a0of travel expenses incurred, but only for\u00a0fare concessions<\/strong>\u00a0within Italian territory.<\/p>\n
