On the basis of Law 675/96 on the confidentiality of personal data, no public body may disseminate information about individuals to private citizens without the consent of the data subjects.
Therefore, once the person sought has been identified, the Ministry of Foreign Affairs requests the consent of the person concerned/a to inform the person who made the request for information.
In some countries, such as the United States of America, the local privacy law does not allow news about people on their territory. It is therefore necessary to ascertain case by case the applicable law.
Within these regulatory limits you can activate a search in one of the following ways:
- by sending a fax to Office IV of the General Directorate Italians abroad at 06 36 91 86 09/06 36 91 86 28;
- by sending a fax to the competent consulate territorially;
- by calling the number 06 36 91 29 30 from 9.30 to 16.00 specifying your data, those of the person you are looking for and the reason for which you want to trace it.
Reports of Facts or Events, Statements, Complaints, and Withdrawal of Complaints
Through this Consulate, it is possible to submit or withdraw reports, complaints, and statements to the competent Authorities in Italy, including the Ministry of Justice, concerning facts or events that occurred in Italy or that are relevant under Italian law.
For facts that occurred in Panama, applicants are requested to contact the locally competent authority, the National Police of Panama. Prior to proceeding, it is recommended to consult a lawyer. A non-exhaustive list of legal professionals known to this Consulate is available on this page: Lawyers.
Interested parties must request an appointment by writing to consolare.panama@esteri.it. The request email must include:

a scanned copy of a valid identity document;

a duly completed form containing a description of the facts to be submitted to the Italian Authorities, drafted in editable format (e.g. Word) and in the Italian language, NOT signed.
Once the request has been received, the Office will offer an appointment at the Consulate to formalize the application. At the appointment, the applicant must present a valid identity document and will sign the report/complaint/statement in the presence of Consular staff. The documentation will then be forwarded by the Consulate to the Authorities indicated by the applicant.
