Italy resident voters who are temporarily abroad for work, study or medical treatment for a period of at least three months, which includes the date of the next referendums (abrogative referendums pursuant to Article 75 of the Constitution of 8-9 June 2025), as well as family members living with them, may exercise the right to vote by mail (Article 4-bis, paragraph 1, Law no. 459 of 27 December 2001).
In order to receive the electoral envelope (containing the ballot papers) at the address of temporary residence abroad, these voters must send a special option to the MUNICIPALITY of registration on the electoral roll by Wednesday 7 May 2025.
The option (which can be exercised using the attached form or on plain paper) must be sent to the Municipality by post, ordinary or certified e-mail, or be presented by hand, always to the Municipality, also by a person delegated by the interested person.
The option, which must be accompanied by a copy of the voter’s valid identity document, must in any case contain the complete foreign postal address to which the electoral envelope must be sent as well as the indication of the competent consular office for the territory.
The option must also contain a declaration certifying that you meet the requirements for admission to voting by mail, i.e. that you are for work, study or medical treatment for a period of at least three months (which includes the date of the consultations) in a foreign country in which you are not registered resident, or that you are a cohabiting family member of a citizen who meets the aforementioned conditions.
In this sense, the procedure described also applies to Italian citizens registered with AIRE temporarily residing in a CONSULAR JURISDICTION other than that of permanent residence.
The option must be made pursuant to Articles 46 and 47 of the Decree of the President of the Republic of 28 December 2000, no. 445 (Consolidated Law on Legislative and Regulatory Provisions on Administrative Documentation), declaring that they are aware of the criminal consequences in the event of false declarations (Article 76 of the aforementioned Presidential Decree 445/2000). It is possible to revoke the option submitted in the manner described above within the same deadline (7 May 2025).
Please note that the option is valid only for the electoral consultation to which it refers.
